The paper has studied the general distribution of the universities in Jiangsu Province, analyzed the four basic principles for classifying and assessing the newly-built universities, further advanced the standard for the horizontal classification of the newly-built universities, and finally probed into the fundamental methodology of classification and assessment of the newly-built universities.%摘要：对江苏省的本科院校总体分布情况进行了研究，分析了对新建本科院校进行分类与评价应遵循的四大基本原则，提出了按照普通大学、应用型大学对新建本科院校进行横向分类的标准，探讨了新建本科院校分类与评价的基本思路。
