转型发展是当前我国高等教育中地方一般本科院校建设与改革的重要方向。本研究从电子信息工程专业人才培养的教育理念、培养规格、课程体系、教学方式、校企合作等方面，结合以往应用型人才培养存在的突出问题，深入探讨了转型发展时期应用型人才培养方案修订的目标、依据、过程和内容，介绍了落实人才培养方案的具体政策和措施，以及先期探索取得的部分成效，为电子信息类本科工程应用型人才培养方案的实践提供了比较好的借鉴与启示。%Transformation is an important stage of local colleges and universities to construct and reform in the development of our country's higher education. In terms of education idea, training specification, course system, teaching mode, school-enterprise cooperation, and combining with the prominent problems existing in previous applied talents training process, this paper deeply discusses the revision of target, ba-sis, procedure and content of the applied talent training program in the transformation period, introduces the specific policies and measures for implementing the talent training program as well as certain effect achieved in the previous discoveries. These could provide a good reference and enlightenment for practice of applied talent training program in electronic information engineering.
