本文以中国雾霾治理政策的制定过程为例，研究在环境政策制定过程中公众参与和政府决策之间的互动关系，指出：政府一直以来主导的大气污染防治工作给雾霾治理政策的出台提供了一种持续的“拉力”，而公众参与的意见及行为所形成的社会压力呈现为一种持续壮大的“推力”，雾霾治理政策的正式出台是“推拉合力”的结果。现阶段“推拉”机制所导致的雾霾治理政策具有应急性特点，其在执行中具有诸多风险，未来应该注重更加合理的体制机制建设，促进公众与政府之间互动的常规化、制度化、理性化。%The paper takes China′s haze governance policy as an example and studies the public participation in government decision-making. It points out that the government has been the dominant provider of a continuous″pulling″force to haze governance policy, while public participation and social pressure have acted as″pushing″forces;which combine to form the haze governance policy. The present policy is an acute mechanism, which re-quires optimization during its implementation to avoid possible risks. A reasonable institutionalization and ration-alization of the interaction has to be constructed between the public and the government.
