By the principle of social welfare maximization, the payment card questionaire is used to study the restoration costs of wetland which located in the middle reach of Hei River.The results show that:local residents can benefit from the participative community management activities of wetland resource and expect more high environmental welfare, whose recognition degree on environment destruction mechanism is relatively deep, all that is helpful to obtain sources data.The mean WTP is 306.68 Yuan per family per year, the total costs of wetlands restoration is 0.214 × 108 Yuan in 15 years, in which the cost of restoring farmland to grassland, irrigation reform and reducing the amount of fertilizer accounts for 87.6％.%依据社会福利最大化原理探究了小区城生态恢复的支付卡问卷构思,突破了CVM应用的尺度局限,评估了黑河中游湿地恢复成本.结果表明,参与式社区湿地资源管理活动,使当地居民亲身受益,对未来环境福利的期望较高,对环境退化的机理认识程度较深,有利于源头数据的获取.精确计量到单位家庭福利的恢复评估,能够为实际恢复提供有效数据,居民平均支付意愿为每年每户306.68元.以15年期测算的湿地总恢复成本为..214亿元,其中退耕还草、灌溉方式改革、化肥的少量施用补偿总价值占恢复成本的87.6%.
