"政府主导、多方参与、成本共担、协同推进"是我国推进农业转移人口市民化的基本原则 ,能否充分调动农业转移人口市民化相关各方的积极参与是农业转移人口市民化成功推进的关键.以机制设计理论中的激励机制理论为基础 ,从激励手段集合、行为导向制度、行为强化制度、行为保持制度、行为归化制度五个角度对我国农业转移人口市民化的推进进行探讨 ,尝试构建有利于我国农业转移人口市民化推进的激励机制 ,提出切实可行的对策建议 ,以求通过发挥政府的主导地位来促进我国农业转移人口市民化快速、有序推进.%"Government leading ,multi-party participating ,cost sharing ,jointly promoting" is China's basic principle of promoting the citizenization of transferred agricultural population .Whether the government can fully mobilize the enthusiasm of participators is the key to success of the movement .Based on the incentive mechanism theory in mechanism design theory ,this paper discusses the propulsion of the citizenization of China 's transferred agricultural population from the angles of incentive means ,behavior orienting system ,behavior keeping system , behavior strengthening system and behavior naturalization system ,and tries to construct the incentive mechanism for propulsion of the citizenization of China's transferred agricultural population .It finally puts forward some prac-tical measures ,in w hich the government plays a leading part to promote the rapid and orderly urbanization of China's transferred agricultural population .
