Since the middle of 20 th century America has entered the period of facing the severe problem of illegal immigrants .During this period , the quantity of illegal immigrants increases with management , which shows that the management of illegal immigrants in America has some predicaments , such as international difference , management theory , choice of measures , ineffective law enforcement and international cooperation .If American wants to get out from these predicaments , America shall take advantage of its international status to accelerate the common development and common prosperity of the world as a whole and establish a harmonious world .In addi-tion, America shall improve national management system according to the network of illegal immigrants in Ameri-ca.At last, America shall fully strengthen the bilateral or multilateral cooperation with international societies to improve the international network prevention system .%美国在20世纪中期进入非法移民问题严重时期。此间，非法移民数量的边治理边增长趋势，显示出美国非法移民治理存在诸多困境，即国际位差困境、治理悖论困境、措施选择困境、执法不力困境和国际合作困境。美国在未来要想走出困境，一是应发挥自已的国际地位优势，促进全球共同发展、共同富裕，建设“和谐世界”；二是应根据非法移民的“国内链系”，健全国内治理体系；三是应全面加强与国际社会的双边和多边合作，健全阻断非法移民“国际链系”的治理措施。
