Since reform and opening up, China’s government has experienced a profound reform and effectively promoted the country’s reform process. The function of education is the core elements of modern government functions and has strategic value for na-tional economic development and social progress. The transformation of the government ’s educational function has profound influence on the development of the University, on the internal governance structure and on the practice development path. With the transformation of our government’s education function, our country is facing the challenge of the reality of the management system, the competition of the educational market, the characteristic of running school and the orientation of the target. In the face of these challenges, colleges and u-niversities need to establish the academic power as the core, to participatory governance for the characteristics of the institutions of high-er learning management system;at the same time, they should make the development of economy and society as the guide, participate in market competition of higher education actively, and continue its development and perfection in market competition.%改革开放以来，我国政府职能经历了深刻改革，有效推动了国家的改革进程。教育职能是现代政府职能的核心要素，对于国家的经济发展和社会进步具有战略性价值。政府教育职能转变对于高校的发展空间、内部治理结构和实践发展路径都具有深刻的影响。随着我国政府教育职能的转变，我国高校在治理体系、教育市场竞争、办学特色和目标定位方面面临着现实性挑战。面对这些挑战，高校需要建立以学术权力为核心，以参与式治理为特点的高校治理体系；同时以经济社会的发展为导向，积极参与高等教育的市场竞争，在市场竞争中不断发展与完善。
