The essence of security housing is the government using public resources to subsidize the low-income popula-tion ,in order to meet the housing needs of the lower income members in society .But now there have been some specific viola-tions and deviations in the process of construction and operation ,deviated from the original intention of the security housing . Investigating concrete implementation of the security housing in Henan province ,this paper analyzes the current problems and many difficulties resulting from the process .Then ,combined with the general requirements of security housing in national “12 . 5 Plan” ,the author proposed some suggestion of solving the problem .%__摘_保障房的要义是政府利用公共资源补贴中低收入住房困难群体，以满足中低阶层社会成员的居住需求。但是在具体建设与运营过程中出现了的违规与偏差，偏离了保障房的初衷。对河南省保障房具体执行情况进行考察，分析目前出现的问题及由此产生的诸多困境，结合国家“十二・五”规划中的保障房总体要求，提出解决问题与摆脱困境的出路。
