党的十七届四中全会对加强党员干部的学习提出了明确要求。广大党员干部在积极开展学习过程中，取得了一定的成绩，但在学习的主动性、学习内容的针对性、学习方法的科学性以及理论与实践的结合等方面仍存在着一些问题，影响了学习的效果。在新的历史条件下，各级党员干部应注重学习的科学性，努力提高认识，把握重点，掌握方法，注重实践，使自身素质不断得到提高。%The Fourth Plenary Session of the Seventeenth Central Committee of the Party requires Party cadres to study hard.
