The ecological system construction of network public opinion is one of the important topics that intend to grasp the correct guidance of public opinions, strengthen public opinion guidance mechanism, spread positive energy, and purify network environment. It is also the key link of the right of discourse in the network, the right of communication and the power of decision. A good ecological environment of the network public opinion of a to-tal of five water treatment in Zhejiang province epitomizes the public opinion management of government major projects.
