Grounded on the status quo of the social and economic development in Heilongjiang province, the pa-per discusses some strategies for the balanced development of compulsory education in urban and rural areas from the following six aspects, namely, the governmental responsibilities, choices of schools caused by the discrepan-cies in educational resources between regions and schools, slowdown of schools in rural areas, compulsory educa-tion of the children of migrant population and non-government funded education. It is hoped that all these strate-gies help bring about the balanced development of compulsory education in urban and rural areas.%基于黑龙江省的社会经济发展现状，从政府职责、区域差别、校际差别引发的择校、农村学校的发展滞缓、流动人口子女义务教育及民办教育等方面，探讨了黑龙江省义务教育均衡发展的策略，希望这些策略能够促进义务教育城乡均衡发展。
