本文运用2011-2012年高技术产业统计年鉴相关面板数据,基于松弛变量度量的SBM模型对高技术产业R&D活动的相对效率进行测算,数据测算结果发现显示近70%行业的R&D活动是低效率的,并且高技术产业的各行业发展并不均衡。从整体来看,我国高技术产业R&D活动的投入产出效率普遍不高,需优化资源配置。文章针对高技术产业R&D投入产出变量松弛的测度结果提出相应的改进建议,对非DEA有效的决策单元提出效率改进。%This paper uses relevant panel data of high-tech industry Statistical Yearbook in 2011-2012 . The author uses slacks-based measure ( SBM) model to calculate relative efficiency of high-tech industry R&D activities, we found that the data calculation results show nearly 70% of the industry’ s R&D activi-ty are inefficient, and the development of each high-tech industry is not balanced. Overall, the input-out-put efficiency of China’ s high-tech industry R&D activities is generally not high;we need to optimize the allocation of resources. This paper proposed corresponding suggestions by focusing on the calculation re-sults of input and output slacked variables, and proposed efficiency improvements to non-DEA effective decision making units as well.
