In this paper, a new concept of finish-time membership function for activities in network planning is put forward and its two operators discussed in consideration of the uncertainty of activity duration. Furthermore, an approach for calculating the safe float is given, by which the influence of the potential uncertainty in network could be reflected rationally.%在网络计划模型中引入工序完工隶属函数，并讨论了完工隶属函数的运算问题.结合完工隶属函数，给出了安全时差的计算模型，通过安全时差的计算结果，能够合理地反映出网络计划模型中潜在的不确定性的影响程度.
