消极腐败是执政党的最大危险。反腐倡廉建设是执政党建设之要。中国共产党在延安时期的反腐倡廉建设十分成功。尽管当时的环境条件与今天相比存在很大差异，但认真研究当时在加强党员干部思想政治教育、健全法规制度、完善体制机制、依靠人民群众发挥民主监督职能、党的主要领导人率先垂范、毫不手软地加重处罚党员干部的犯罪问题等方面的做法和经验．对加强和改进新形势下的反腐倡廉建设，积极应对我们党在长期执政条件下面临的“四大考验”、“四大危险”，仍然具有许多重要的借鉴意义。%Combating corruption and upholding integrity is essential to the construction of the governing party. CCP＇s combating corruption and upholding integrity in Yanan was very successful.
