在开发区建设过程中，常面临土地建设规划、土地征用、农用地流转、项目建设及建成后的土地集约利用评价等问题，由于相关数据源自多个部门，数据共享与互操作困难。针对厦门火炬园开发区建设管理部门面临的上述问题，提出采用网络服务技术实现数据共享与互操作，管委会部门数据以Web Service形式发布，通过调用测绘部门基础地理信息共享服务平台实现基础地理信息共享。使用Web Service实现AutoCAD数据Web端动态浏览与叠加。基于Flex技术实现网络服务的富客户端聚合，开发了建设处地理信息系统。结果表明：系统能够有效管理各种原始规划、规划变更、土地利用、土地开发红线等信息，在统一地理信息框架下实现了多部门分布式数据的叠加与分析。%Problems came up in developing Xiamen Torch Hi-tech Zone such as land development planning, land acquisition, farming land deals, construction and land integration appraisal, and data sharing and inter-operation were difficult because these data had different sources. A GIS system for the Construction Department of Xiamen Torch Hi-tech Zone was developed based on ArcGIS Server and Flex. Fundamental geographic information( FGI) was shared by FGI sharing platform of the surveying and mapping departments, and the overlaying and browsing of AutoCAD file was realized by web service. Overlaying and analysis of distributed data from different departments, for original land planning, alternation, land use or red line limits, is thus achieved on unified GIS platform.
