针对近年来频发的跨行政区水污染事件，有感于流域治理中地方政府间合作的重要性，流域水资源作为准公共物品，在基于共同利益的驱动下上下游利益主体的合作变成为必然和可能，但这并不必然构成地方政府间合作的充分条件。通过各方利益主体尤其是地方政府间的利益博弈，我们不难发现要真正的实现流域水资源治理的地方政府间合作，需要引入相应的约束机制，诸如：建立科学的地方政府绩效评估制度、区域生态补偿（赔偿）机制、完善相应法律法规等相关辅助措施。%For frequent in recent years , cross -border pollution incident , realizing the importance of watershed management cooperation between local governments , water basin as a quasi -public goods , on cooperation in the upstream and downstream stakeholders based on common interests , driven by volume and may become inevitable , but that does not constitute a sufficient condition for cooperation among local governments.By all parties , especially the interests of stakeholders game between local governments , we find that to really achieve cooperation among local governments basin water resources management , the need to introduce appropriate restraint mechanisms , such as:the establishment of a scientific performance evaluation system of local government , related support measures in the regional ecological compensation ( compensation ) mechanism , improve relevant laws and regulations.
