公安机关为适应信息化作战的要求，获得准确和及时的情报信息，要积极与外部各种社会组织进行合作，充分发挥情报的主导作用，从而达到更好地打击犯罪、维护社会稳定的目的。公安机关外部情报协作模式包括框架性的协作模式和制式化的协作模式。框架性的协作模式可以通过与营利性组织和非营利性组织的合作予以实现，制式化的协作模式包括与政府的合作、区际问的合作、与国际警察组织的合作。协作机制包括定期召开合作论坛、成立专门的机构、提供热线服务、开发数据平台。%To cope with the development of information society, public security organs have to actively work with various social agencies for getting acurate intelligence in time. By making full use of intelligence, it could suppress crimes and maintain social stablity better. There are 2 kinds of cooperation modes between public security organs and social agencies： Contracted co- operation, which indicates cooperation with profitable and non-profitable social organizations; Official cooperation, which indicates cooperation between governments, regional cooperation and cooperation with Interpol. Cooperation mechanism includes regular forums, establishing special agencies, providing hot-line service, and developing data sharing environment.
