〔Abstract〕 Community library is one of the infrastructures in a community that provides public reading space for community residents, and is also a signiifcant part of national public cultural service system. By listing and comparing laws and regulations about community libraries in China and abroad, this essay summarizes the inadequacies in the legal protection of Chinese community libraries, and offers some feasible strategies for its development.%社区图书馆是社区基础设施之一，为社区居民提供公共阅读空间，也是国家公共文化服务体系的重要组成部分。文章系统梳理了国内外有关社区图书馆的代表性政策与法规，总结了当前我国社区图书馆法律法规保障的不足之处，并提出了相应的建设发展策略。
