Strengthening urban disaster monitoring and forecasting is an important task of urban disaster prevention and mitigation. Based on the urban areas meshing, this article builds the urban hydrops forewarning model and then, according to the monitored ur-ban rainfal , analyzes the hydrops areas in the city by the model calculations,so that the appropriate pre-control measures are taken, which can be used to reduce the urban disaster losses.%加强城市灾害的监控和预测是城市防灾减灾工作的一项重要任务。基于对城市区域的网格划分，构建城市积水预警模型；在监测城市降雨量的基础之上，通过模型计算判断城市中可能出现的积水区域，据此可采取相应的预控措施，减少城市灾害带来的损失。
