Drawing upon the 2002-2013 Panel Data at the province-level in China and considering the influence of R&D input and FDI inflows,this paper uses nonlinear panel threshold regression to introduce the nonlinear threshold nature of intellectual property protection into the model and explores the mechanism between regional R&D input and FDI inflows and the domestic innovation capability.The research shows that the impact of regional R&D input on innovation capability is not limited to simple linear relationship or U-shaped and inverted U-shaped framework,but also have the complex nonlinear feature of the three thresholds of intellectual property protection;Secondly,the impact of regional FDI inflows on innovation capability is still limited by the regional intellectual property protection:as the intensity of intellectual property protection increases,the impact of FDI inflows on the innovation ability gradually weakens,reflecting a typical threshold effect.On the whole,the threshold effect of regional heterogeneity is obvious,so efforts should be made to enhance the IPR protection in the R&D-intensive areas and suppress the IPR protection in the areas targeted by FDIs.%选取中国2002-2013年省级面板数据,考虑地区R&D投入和FDI流入两种方式影响,采用非线性面板门槛回归模型,创新性将知识产权保护的非线性门槛性质引入模型,探讨地区R&D投入和FDI流入与国内研发创新能力的内在关系与作用机理.研究表明:地区R&D投入对创新能力的影响不仅仅限于简单线性关系或U型及倒U型框架,而存在着以知识产权保护强度为三重门槛的复杂非线性显著特征;其次,地区FDI流入对创新能力的影响仍受限于地区知识产权保护强度,随着知识产权保护强度的加大,FDI流入反而对创新能力的影响程度逐次减小,呈现出明显的门槛效应特征.总体上,门槛效应地区异质性明显,尤其应将较多R&D投入地区知识产权保护水平提升,而较多FDI流入地区知识产权保护水平抑制.
