目的:调查温州市需方对优质医疗资源下沉政策的认知与政策对需方的就医机构选择影响程度.基于调查结果探讨优质医疗资源政策现实中的主要落实障碍,并提出相应建议.方法:采用分层整群随机抽样法,进行现场入户调查及关键知情人访谈.结果:76.90%的城乡居民对政策并不了解,53.53%的居民表示该政策对于其就医机构选择行为没有影响或者不确定.结论:基层居民就医选择行为固化是优质医疗资源下沉政策实施的关键障碍.优质医疗资源虽然在形式上由城市医院下沉至基层医院,但受政策认知度影响,限制了政策作用的发挥.%Objective: Based on medical care buyers'intention to survey the understanding and influence of sinking high-quality medical resources policy and find the majority implementation barriers.Methods:We collected the quantitative and qualita-tive data based on the household survey and the key person interview .Results: Up to 76.90%of residents were not familiar with this policy and 53.50%of them considered this policy has no or uncertain effect on changing their medical institutions selection. Conclusion: The key barrier of the implementation of the sinking high -quality medical resources policy is the solidified behavior of seeking medical treatment of residents at the grass-roots level.The limited policy perceived degree also plays a key role in hindering grassroots residents to be benefit from this policy.
