青海省义务教育发展面临较为复杂的自然和社会环境，过去通过一系列措施，城乡义务教育差距得以缩小。新时期，统筹城乡义务教育均衡发展面临着优秀师资缺乏、农牧区教育质量低、农村学校萎缩而城市大班额严重等问题。基于此，要继续加大对农牧区薄弱学校的扶持，采取有效措施引进优秀师资，合理制定均衡标准，合理布局农村学校，采取集团化办学形式，多措并举促进城乡教育均衡发展。%The development of compulsory education in qinghai province faces more complex natural and social environment, in the past, by A series of measures,the gap between urban and rural compulsory education became narrow.
