With the equilibrium of county’s educational recourses the development modes of compulsory education equilibrium must be changed. The government should put in more invested fund in education ,and change exogenous balance into endogenous balance based on the school itself. The endogenous balance should be in accordance with different practical environment and values rely on the school resources and disadvantages and activate the school ego development to achieve the compulsory education equilibrium.%随着县域内教育资源配置的逐步均衡，现行义务教育均衡发展方式必然发生转变，必须从注重教育资源投入、依赖政府推动的外源性发展转向注重自我发展能力培育、依赖学校主体作用发挥的内生发展。内生均衡要求在尊重不同实践环境和价值理念的前提下，强调以学校为实施主体，依靠学校的自身资源和优势，通过培育学校自我发展能力，实现义务教育均衡发展。
