随着新型城镇化进程的推进，社会结构发生了深刻变化，如何使大量农民实现向城市的转移就业、使涌入城市的农民实现思维方式向着现代化的方向转变是教育义不容辞的责任。社区教育因其“全员、全程、全方位”等特征，在新市民教育中发挥了重要作用，进而推动了城镇化发展，而新型城镇化也赋予社区教育在人才培养方式、功能上以新的使命。目前，社区教育自身的发展还明显滞后于城镇化进程，同时，城镇化水平差距也加剧了城市社区教育地区发展的不平衡。要解决这些问题，必须加强观念认识、加强实体建设、完善保障制度、建立梯级资源共享，这是促进社区教育持续发展的有效策略，也是助推城镇化建设的重要发展路径。%As the development of new urbanization and the social structure has undergone profound changes , the transfer of the employment and the think mode changing towards the modernization of a large number of farmers move into the city are becoming the duty and responsibility for education. Community education ,with its characteristics of“integrity,united,comprehensive”,plays an important role in the education for new citizen and promotes the development of urbanization. On the contrary,urbanization also gives new mission for community education in talent cultivation mode and function. At present,the development of community education itself is obviously behind the process of urbanization.At the same time,the gap among the levels of urbanization also aggravates the imbalance development of different city area community educations. To solve these problems,we need some valid strategies for the sustainable development of community education and urbanization. It is helpful to strengthen the understanding of the concepts and the entity construction,to improve the social security system,and to establish cascade resource sharing system.
