新型农村社会养老保险制度既是一项重大的惠民工程,又是一项复杂的社会系统工程。阐述了新型农村社会养老保险制度全覆盖的理论依据,分析了制度全覆盖后新型农村社会养老保险制度实施过程中面临经办机构建设与信息化建设滞后、地方各级政府财政面临较大的财政硬约束、新农保制度＂碎片化＂、青年农民逆向选择、新农保制度的动态发展等问题,并提出了制度全覆盖后新型农村社会养老保险制度可持续发展有效途径的对策建议。%The new rural social pension insurance system is not only an important project that benefit the people,but also a complex social system work.The theoretical foundation of full coverage of new rural social pension insurance system is elaborated in the paper.The problems during the executive process of new rural social pension insurance system after its full coverage are analyzed,such as delayed agency construction and information construction,greater financial constraints faced by local government,"debris" of the new agricultural insurance system,adverse selection of young farmers and dynamic development of new agricultural insurance system.The effective countermeasures for sustainable development of new rural social endowment insurance system after full coverage of system are also proposed in the paper.
