Those villages around city group are effected by center city, show the obvious characterize, but also faced with more problems, need to be solved in planning. The paper takes these rural area of mid-Jiangsu as examples, combines the statistical data and fieldwork, discusses the development problems from rural public service facility, housing construction, and family status, including the contradiction between equalization and high quality, housing building and vacancy, town planning and out of operation, and the family destruction and high income level. Then, analyzes the reason for these contradictions, judges the development trend, put forwards the guidance idea about development and improving, such as guide the service facility move into village form town, puts the town as the fulcrum that service village, improves rural environment and uses these idle houses, guides the population mobility and couples the rural families.%城市群外围地区的农村发展由于受到中心城市的影响较大,呈现出更加鲜明的特点,也面临着更加复杂的发展困境,需要在规划层面加以应对.文章以苏中农村地区为案例,结合统计数据和田野调查,从乡村公共服务设施配置、住房建设及家庭状况等方面探讨了苏中地区农村发展的现实困境,包括公共服务设施配置的均等化与高服务质量的矛盾、农房建设与空置并存的矛盾、村镇规划失效的矛盾,以及为提高收入水平而付出"家庭解构"代价的矛盾;分析了形成此种困境的原因;进而结合对未来发展趋势的判断,提出了促进农村社会健康发展、提升农民生活质量的政策引导思路,包括设施向镇区集聚和服务向农村延伸并重,将镇区(而非中心村)作为服务农村的支点,在整治农村环境的同时高效利用闲置住房资源,差别引导人口流动以耦合农村家庭等.
