Western China has problems of weak ecology and tough living conditions, and shall deliberate relocating rural population in orders to promote urbanization and urban-rural integration. The paper studies Qinling region and proposes population relocation models based on a research of natural, economic, cultural characters, urban-rural integrate development rationale, and experience from overseas and other regions.%西部地区生态环境脆弱、人居环境恶劣,在城乡统筹规划中需要重点关注如何将生活在恶劣环境下的农村剩余劳动力有序、稳定地转移出去,推动该地区城镇化进程,以实现更加有效的城乡统筹建设.研究依托国家近年来非常关注西部生态脆弱性地区城乡统筹发展的现实背景,以陕南秦岭地区为案例,提出要立足西部山地的地域、生态、环境特色,以及经济与社会文化特征,按照统筹城乡发展的规律,在参考国内外其他城市人口转移模式的基础上,通过对关键影响要素的识别,构建基于城乡居民点、产业园区、交通、生态的人口转移发展模式.
