Sichuan is a large inland disaster-prone province with a large population and complex geographical environment. From 2004 to 2009, a total of 990 disaster events occurred in our province. The merciless disaster will hurt us some day in the future. In the face of the next disaster, we must scientifically establish a well-trained normally-operating emergency rescue system for regional disaster medicine, which is one of the important duties of the government. We need to integrate resources,improve our ability to prevent, control and cope with sudden disaster events, and establish an emergency rescue system for regional disaster medicine. This study aims at establishing and improving the framework and operating mechanism of the emergency medical and rescue system in response to disasters , covering one basis, two command platforms, triple-treatment concept, four batches of rescue teams and five emergency supports, so as to improve the ability of professional emergency teams in our province.%四川是灾难多发的内陆大省,人口众多、地理环境复杂.调研2004～2011年共发生灾难事件1322件.无情的灾难未来还会伤害我们.面对下一次灾难,我们必须科学地建立一个受过灾难医学专业训练、常态运作的区域性灾难医学紧急医疗救援组织体系是政府的重要职责之一.须要整合资源,提高对突发灾难事件的预防、控制和处理的能力,构建区域性灾难医学紧急救援体系.本研究旨在研究建立和完善一个基地中心,二层指挥平台,三级救治理念,四线救援队伍,五项应急保障的应对灾难紧急医疗救援体系的框架和运行机制,提高我省专业应急队伍的救援能力.
