On the way of urbanization with Chinese characteristics, there are new requirements for the development of city transport. Constructing city passenger railways is a new mode of development of city transport, fits requirements of urbanization with Chinese characteristics, favors to change the mode of railway development, prompt the reform of rail- way investment and financing system and has good benefits of society.
