Starting from the practical cultivation of university stu-dents' qualities and abilities, as well as top-level design, this pa-per interprets the main measures of establishing and implement-ing the systematic scheme for the cultivation of university stu-dents' qualities and abilities, and then explores the long-term and effectiveness of the impelling process, and finally prospects the direction of cultivation from such three aspects as working process, cultivation methods and cultivation effects.%本文从大学生素质能力培养的工作实际出发，从顶层设计入手，阐述了大学生素质能力培养系统化方案的建立与推行的主要步骤，进而探讨了推进过程中的长期性和有效性两大问题，并从工作过程、培养方式、培养效果三个方面展望了培养工作的努力方向。
