Analyzing the managerial characteristics and elements of high speed railway,model of the systematic management was designed. From aspects of construction-organizing and resource-allocation and quality-control,implementation of the system management is introduced. Project’s culture is very important for systematic management,moreover,training system and incentive system is an important way to management of pro-ject-cultural.%分析了高速铁路管理的特点和要素，通过建立高速铁路系统管理模型，从施工组织、资源配置、质量控制等方面，介绍了系统管理的实施方法，指出项目文化对项目系统管理有十分重要的作用，培训和激励机制是项目文化管理的主要方法。
