Based on complicated geological conditions of Longyan railway Fenghuangshan tunnel underpassing Zhongshi natural gas pipeline,such as shallow-buried and soft surrounding rock and so on,combining with restrained conditions of natural gas pipeline for tunnel construction, through comprehensive analysis,the paper determines the construction scheme of protecting natural gas pipeline+open tunnel excavation,and specifically introduces open-excavation construction process control technology,which has provided reference for tunnel construction under similar conditions.%基于龙烟铁路凤凰山隧道下穿中世天然气管道，存在浅埋、软弱围岩等复杂地质条件，并结合天然气管道对隧道施工的约束条件，综合分析，确定了先防护天然气管道再进行隧道明挖的施工方案，详细介绍了明挖法的施工过程控制技术，该方案的顺利实施对类似条件下的隧道施工提供了参考和借鉴。
