According to the main forms and problems in the technical review of the administrative review for the urban and rural planning,the pa-per points out the administrative review and technical review separation mechanism,introduces the contents and procedure for the administrative reviews,and provides some suggestions and guarantee for building up the technical review institute,so as to achieve the simplified review proce-dure and promote the efficiency.%针对城乡规划行政审批中技术审查的主要形式与存在的问题，提出了行政审批和技术审查分离的构建机制，介绍了行政审批工作的内容及流程，给出了设立技术审查机构的实施建议和保障措施，从而达到精简审批程序、提升审批效能的目标。
