According to some problems in the engineering cost,including financial estimation exceeding budget,budget exceeding financial estimation and final accounts exceeding budget,the paper has the whole-process analysis of the investment control of engineering construction, explores the factors affecting the cost control at the investment and decision-making phase,the program design,bidding,construction,com-pletion and final account,and explores the solutions to these problems,so as to lower the engineering cost and realize the profit target.%针对目前工程造价中存在的概算超估算、预算超概算、决算超预算的三超现象，对工程建设投资控制进行了全过程分析，探讨了投资决策、项目设计、招投标、施工以及竣工决算等阶段在实施中影响造价控制的因素，并对工程造价控制中存在问题的解决方案进行了探讨，以降低工程造价，实现目标利润。
