According to the characteristics of complex geological condition,dense cavities,poor stability of Elephant Trunk Hill Hydropower Sta-tion diversion power generation system excavation engineering,this paper analyzed the emphases and difficulties of safety management,through the safety planning,established the safety management method of the project,and made elaboration one by one,gained the safety management objectives of zero casualties.%针对象鼻岭水电站引水发电系统开挖工程地质条件复杂、洞室密集、稳定性差的特点，分析了安全管理的重点和难点，通过安全策划，确立了该工程的安全管理方法，并作了一一阐述，实现了安全管理零伤亡的目标。
