把水土保持作为改善农业生产、生态环境和江河治理的根本措施，以长江上游、黄河中上游和农牧交错区为重点，以水土资源有效保护、综合治理、合理开发、科学利用为主线，以减轻水旱风沙灾害、建设良好生态环境为目标，促进经济和社会的可持续发展。近期目标与任务是：“十五”期间完成综合治理面积25万km2，实施重点保护面积50万km2，基本遏制生态环境恶化的趋势；为改善城乡生态环境，提高人们的生活质量，发展经济做出新的贡献。%The soil and water conservation is regarded as a fundamental measure of improving agricultural production, ecological environment and rivers harnessing. To take the upper reaches of the Yangtze River, middle and upper reaches of the Yellow River and agricultural-pastoral areas for a focal point; effective protection, comprehensive harnessing, reasonable development and scientific utilization of soil and water resources for a main line; lightening the disaster of flood-drought and sandstorm, and constructing a good ecological environment for a goal improve the sustainable development of economy and society. The present goal and tasks are: to complete the comprehensive harnessing areas of 250 000 km2, to put major protective areas of 500 000 km2 into effect, to containthe tendency of ecological environment worsening basically during the period of “the Tenth Five-Year Plan”; the new contributions are made to improving ecological environment of town and country, raising people's life quality and developing economy.
