以民国专业出版物为材料分析学者观点，对照当时的城市规划实践，总结近代中国流行的西方城市规划理论，认为分区制与田园都市相结合是近代中国主流的规划理论。抗战爆发后，城镇疏散理论跃居主导地位，引发了卫星城和城镇体系理论的讨论，并成为官方指导思想。%Based on the analysis on opinions in the professional magazines and books, also the practices on city planning, this paper summarizes the three most popular theories in the Republic of China--Zon, Garden City and Theory of Organic Decentralization. It points out that the theory mixed with Zone and Garden City had profound influence on the practices on city planning. While after the War of Resistance Against Japan began, theory of Organic Decentralization was discussed very frequently by the experts and officials. Eventual y it was designated to be the guiding ideology of building and rebuilding cities after the war.
