基于流动人口动态监测两次调查数据,通过多水平logistic估计模型,以弱势教育者在流入地参加医保为切入点,研究了时间、空间与受教育程度对流动人口参加医保的相互关系.文章发现医保参保水平各地区间差异悬殊,全国医保参保水平增长趋势总体显著,弱势教育者医保参保水平严重偏低,参保状况未改善.结论认为,2011-2015期间,流动人口参加医保的水平有了一定提升,参保的几率也有了显著的增加,但各地参保提升的速度存在明显不同,增长的质量并不均衡.地区间参保水平存在显著差异,这一差异随着时间的推移有扩大的趋势.弱势教育者流动人口五年间参保的水平并无显著提升,且地区间的差异进一步放大,差异放大的比例高于初中和高中及以上者的相应水平.%Based on the data from two cross-section surveys of migration in 2011 and 2015, this paper looks into the coverage of social medical insurance of the low-educated in their immigration place and explore the interaction of time, place and education with their social medical insurance status by multi-level logistic model.The findings show that there is significant increasing coverage of social medical insurance national-wide but huge spacial difference among regions while the low-educated people's coverage of social medical insurance keep in a poor status with little improvement during 2011-2015. Generally speaking,the coverage of social medical insurance of all migrants has been increased with increasing probability of social medical insurance coverage, but there are huge gaps of increase and the gap keep increasing among regions. On the contrary, the social medical insurance coverage of the low-educated people has no significant increase and the gap among regions keep widening at a higher speed of the people with middle school education and above.
