食品安全标准是卫生与植物卫生措施（SPS）的重要内容，因其隐蔽性和复杂性特征成为了国际贸易中最普遍、最难对付的贸易壁垒之一，对出口国特别是发展中国家的出口贸易带来严重挑战。本文以日本5个主要茶叶贸易国的对日茶叶贸易数据为例，运用面板数据固定效应方法对日本肯定列表制度下的食品安全标准对日本进口茶叶的价格效应进行实证分析。分析结果显示，食品安全标准的颁布显著提升了进口茶叶价格，而食品安全标准的正式实施却抑制了进口价格的上升。这一先扬后抑的价格效应特征为出口国相关企业积极运用价格手段科学应对以食品安全标准为代表的外国卫生与植物卫生措施，以实现食品安全标准约束下的出口企业技术进步、成本转嫁、价格上涨与出口保持的SPS应对策略。%The promulgation and implementation of technical standardization within Japanese Positive List System (PLS) have a profound impact on the price of Japan imported tea. Using tea trade panel data of Japan, the main imported country, the paper analyses the price effects of technical standardization on imported tea to Japan. The conclusion is drawn that the promulgation of technical standardization improves the price of imported tea, while the implementation of technical standardization hinders the price. The price effect of technical standardization is helpful to the exporters to cope with the technical barriers to trade.
