为了科学评价陕西省“十五”规划目标值的阶段实现程度，选取《陕西省“十五”科学和技术发展规划》目标中可量化的指标，形成指标体系。在分析研究的基础上，建立模型对陕西省“十五”科技规划目标实现度进行测算评价。结果显示，“十五”前半期，陕西省科技规划目标实现度总体态势良好，其中科技产出成效显著，科技人力资源投入增长，但创新财力投入不足，高新技术产业化水平较低。%To evaluatethe realization of the 12th FiveYearS&T Development Plan of Shaanxi,the paper selected its target quantitative index to form index system. On the basis of the analysis,the paper built the mode to evaluate the 12th FiveYearS&T Development Plan of Shaanxi. The result showed that in the first half stage,the realization of S&T Develop-ment Plan is totally good. Such as:S&Toutput is remarkable;the human resources of S&T is increasing. However,the in-vestment of innovation financial resources is insufficient,and the level of hi-techindustry is low.
