美国公共政策评估体系的运行情况及启示--以马萨诸塞州公共住房政策为例

         

摘要

Purpose/significance]This paper aims at learning from the Massachusetts public housing evaluation system to establish and improve our sound public policy evaluation system, which is valuable reference. [Method/process] The government of Massachusetts had a program of the public housing evaluation system with standardized and authoritative features, using a computer-aided system in which some government departments were responsible for the pre-qualification examination, the evaluation of access conditions and the assessment of the construction progress. In addition, its advisory committee was composed of various stakeholders, academics and other components, responsible for the post policy impact assessment, and the supervision of the relevant departments’ feedback.[Result/conclusion] The Massachusetts public housing evaluation system is helpful for making public housing policies, and it has played an important role to improve the effectiveness and appropriateness of policies.%[目的/意义]借鉴美国麻州公共住房评估体系方法,对我国建立并完善科学合理的公共政策评估体系,有一定参考意义。[方法/过程]麻州公共住房评估体系具有程序化、规范化、权威性等特点,政府部门利用计算机辅助系统,负责事前资质审核、准入条件评估和事中的建设进度评估。另外,由各个利益相关方、学者等组成的咨询委员会,负责事后政策效果评估,并监督相关部门提出相应的反馈意见。[结果/结论]美国麻州公共住房评估体系对完善政府部门出台的公共住房政策,提高政策的有效性和针对性,都发挥了较重要的作用。
