国家对生态文明建设作出的顶层设计和总体部署已使生态文明建设的纲领具备了战略性、综合性、系统性和可操作性。2015年5月初，中共中央、国务院《关于加快推进生态文明建设的意见》已明确通过健全生态补偿等10大方面的重大制度，为生态文明建设提供保障。借鉴国际经验探寻适合我国的农业生态补偿途径，可以使农户因生产方式改变造成的生产成本增加和产量减少付出的外部性贡献得以内部化，进一步实现农业的可持续发展。%In recent years,the top-level design and overall deployment of ecological civilization construction have made the guiding principle of ecological civilization construction become strategic,comprehensive,systematic and workable.In early May of 2015,Opinions on Accelerating the Construction of Ecological Civilization issued by the CPC Central Com-mittee and the State Council made clear that our country will offer support for the construction of ecological civilization through 10,major systems such as ecological compensation.On the basis of international experiences,this paper explores ways of eco-compensation for agriculture in China,aiming tomake farmers’ external contributions due to production changes caused by growing production costs and reduced production internally compensated,and further realize the sustain-able development of agriculture.
