With the continuous deepening of Sanjiang governance in Heilongjiang Province, people realize that the scientific operation and management mechanism of the construction of Sanjiang River embankment engineering is an inevitable requirement after the achievement of the Sanjiang project construction in Heilongjiang Province. This paper redefines the management mode of river levee engineering, and designs the operation and management mechanism of Sanjiang River levee project in the "vertical"management mode and"provincial and county classification"management mode.
