基于人力资源价值的志愿服务价值计量方法

         

摘要

Chinese city community volunteer service originated in 1980s, along with the rapid development of China's economy, the rise of new media and Internet, volunteer service in China began to receive widespread attention from all sectors of society. However, due to the important basis of the incentive mechanism - the imperfection and lack of the value evaluation method of volunteer service, the non-profit organization has a lot of problems such as strong mobility and lack of enthusiasm, which seriously hinders the further development of public welfare volunteer service. Based on the theory of human resource management value, this paper puts forward a measure called gongyicoin from the three dimensions of job difficulty level, service quality and service efficiency, carries on the performance evaluation to the volunteer service value, in order to perfect the public voluntary incentive mechanism so as to promote the development of the volunteer service in china.%中国城市社区志愿服务起源于20世纪80年代,随着中国经济的快速崛起、互联网的高速发展与新媒体的兴起,我国志愿服务开始得到社会各界的广泛重视,但是由于激励机制的重要基础——志愿服务价值评估方法不完善甚至缺乏,导致非盈利性组织大量存在志愿者流动性强、积极性不高等问题,严重阻碍了公益志愿服务的进一步发展.基于此本文借鉴人力资源管理价值理论,针对志愿服务本身的特点,从工作难度层次、服务质量、服务效率三个维度提出一种称为公益币的计量方式,对志愿者服务价值进行绩效评估,以期为公益志愿激励机制的完善添砖加瓦,从而推动我国志愿服务的发展.
