Taking the public bidding work in China Petroleum & Chemical Corporation Changling branch as an example, this paper points out that the bidding of "low quality and low price" products in the public bidding will has an adverse effect on enterprises, and puts forward the preventive measures from three aspects of bidder selection, bidding process optimization and evaluation strategy, which has a certain significance to improve the efficiency of public bidding, improve the quality of supplies and guarantee the fairness of public bidding.%以中石化长岭分公司公开招标工作为例,指出了公开招标中普遍存在的"质次价廉"产品中标问题对企业的不良影响,并从投标商选择、招标流程优化以及评标策略等三个方面提出了预防措施,对于提高公开招标的工作效率,提高企业物资供应质量,保障公开招标的公平性具有一定的意义.
