In the actual implementation of the project engineering process, there are many uncertain factors make the duration, cost and quality targets become blurred. So, how to balance these three objectives optimization has become an important research project management. Based on fuzzy programming theory, this paper builds a Time - Cost - Quality fuzzy expected value model; and design a genetic algorithm based on fuzzy simulation to solve the model. Finally, this paper demonstrates the rationality of the model and algorithm by a example.%在实际的工程项目实施过程中,存在着很多不确定因素使工期目标、成本目标和质量目标变得模糊。那么,该如何对这三个目标进行均衡优化就成为工程项目管理的重要研究内容。本文根据模糊规划理论,建立了工期-成本-质量模糊期望值模型;并设计出基于模糊模拟的遗传算法来求解模型,最后用实例验证了模型和算法的合理性。
