To identify and evaluate the government risk in the construction of affordable housing, risk evaluation indicators system are constructed firstly through the analysis and conclusion of the risk factors, secondly, judge matrix and evaluation matrix are established by expert questionnaire survey method, and the risks are quantified and analyzed by fuzzy hierarchy analysis, to determine the level of government risks in the construction of affordable housing, and provide a scientific basis to implement the affordable housing project for the government.%为了对保障性住房建设中政府的风险进行有效的识别和评价，首先通过对其风险因素类别进行分析和归纳，建立政府风险评价指标体系；其次采用专家问卷调查法的方式构造判断矩阵和评价矩阵，利用模糊层次分析方法对风险进行量化和分析，由此判断出保障性住房建设中政府面临的各种风险等级的程度，为政府实施保障性住房项目提供了科学依据。
