神东煤炭集团中层领导干部胜任力素质模型构建——以矿井生产线为例

         

摘要

神东煤炭集团是神华集团的核心煤炭生产企业,自1985年开发建设,以"高起点、高质量、高技术、高效率、高效益"的"五高"建设方针为指导,创建了以生产规模化、技术现代化、队伍专业化、管理信息化"四化"为特征的千万吨矿井群集约化生产模式.为应对企业战略转型,神东煤炭集团根据企业特点,构建了中层领导干部胜任力模型,主要由三大模块、三个层次、四个"M"构成.该模型的构建,为神东煤炭集团建立干部管理标准,进而为全面优化神东干部管理体系,建立和完善领导干部的选拔、任用、评价、激励、培养与开发等机制奠定了坚实基础.%Shendong Coal Group is the main coal production enterprise of Shenhua Group. It has developed and constructed from 1985, it takes "Five High" construction principle of "high starting point, high quality, high technology, high efficiency, high benefit" as the instruction, and creates ten million tons intensive production mode of coal mine group by the characteristics of "large scale production, modern technology, professional team, informational management". In order to reply the enterprise strategic transformation, Shendong Coal Group constructs the competency model of middle-level cadres by the enterprise characteristics. This model mainly consists of three modules, three levels and four "M". The construction of this model establishes cadre management standards for Shendong Coal Group, and then, it lays a solid foundation for comprehensively optimizing the cadre management system of Shendong Coal Group, and setting up and improving the selection and appointment, evaluation, motivation, training, development and other mechanisms of leaders and cadres.
