Science and technology project is an individual project that taking scientific research and technological development as contents, its purpose is to solve technology issues in economic and social development. At present, with the implementation of national innovation-driven strategy and the huge impacts of science and technology on the development of human society, scientific research gets more and more national and local attention; at the same time, government investment in science and technology is increasing year by year. Different levels, different types of government science and technology projects promote China's technological and economic development. How to scientifically, rationally and efficiently carry on the science and technology project management and ensure the implementation of projects produce the expected social and economic benefits become more and more urgent and necessary.
