Transfer of labor force in resource-based city is a common problem faced by all countries in economic development. Huainan also faces the problem of labor force transfer as an old industrial base and resource-based city. This paper first analyzes the necessity and urgency of transfer of labor force in resource-based city, then discusses the existing problems in transferring labor forc of Huainan and put forward the corresponding countermeasures.%资源型城市劳动力的转移是各国在经济发展中面临的共同难题。淮南市作为国家老工业基地和资源型城市，也面临劳动力转移这一难题。文章首先分析了资源型城市劳动力转移的必要性和紧迫性，然后探讨淮南市劳动力转移面临的问题，并提出相应的对策。
